Because for every new game that comes out, they add new elites to old classes. They are the newest classes, thus, get the least skills.

They may get less skills, but it does not mean that these classes are in any disavantage.
You still get a flexible use of both paragon and dervish.
That's my humble opinion on them.

As said, Derv's and Para's are the youngest classes, so they naturally get less skills (Rit's and Sin's get less skills than Mesmers because they are younger); also it was said by ANet that GW:EN was introducing no new Elite Skills.

Keep in mind that there are a lot more "worthless" skills on say, a mesmer and a warrior. Who uses Leviathan's Sweep?
After a couple years, A.net learned to design D and P skills to be generally more useful.

You have to see that there have been 4 games which have released skills for the core classes, and only three for assa+rit, and only two for para+derv.
Also gwen was just an expansion and just released like 10 skills per profession.

No reason to go back to Prophecies and toss in Assassin and Ritualist skills.
No reason to go back into Factions and toss in Dervish and Paragon armor.

The non-core are still some of the most powerful classes if played correctly. And lets face it, a lot of the core skills are pretty redundant.
A lack of redundant skills is a good thing, is it not?

IIRC, about half of the non-core skills in Proph were copied over to NF so it isn't that big a deal.

I have to agree with this. Even with the recent nerf to Mystic Regen, the Dervish profession is still incredibly self sufficient and deadly.
And Paragons... Well, one word usually sums it up if you fight a good one in PvP, "ouch".
Lack of skills doesn't necessarily mean a class is weaker, it just means slightly less options. Which isn't entirely bad considering some of the skills in the core professions aren't used for the most part and are at times laughed upon.

Each chapter is a stand alone. Warriors e.g. got the core plus chapter specific. If you look at the chapter ones, they are same as the others, just different names. Because the Dervs and Paras have only NF skills, there are no Dupes in the other chapters. The Rits and Sins probably have less than the other six core also.

I wouldn't mind, and actually would love, if they came out with a little 'skill pack' almost like how they came out with Bonus Mission Pack. It'd net the company money, and we get more skills to play with...
but there comes the problem of how to get these skills. :/ can't exactly just throw them in with all the monsters in Proph/Fact/NF/GW:EN

Anyway, creating/releasing new skills must be the most difficult job at ANet. It must take TONs of testing to release a new skill, and they still end up nerfing/buffing them later because of the creativity of GW players. It seems over the years, ANet's ability to balance skills has been more finely honed, which is why the newer professions need less elite skills.

I'm going to have to agree here. Dervish is OMG enchants. Paragon is OMG shouts. Assassins are OMG instagibs. The only class that possibly has any usefull variety is the Ritualist.
Although I still love playing dervish because I like the scythe. But they are really nothing but wannabe wammos pretending to be gods. zOMG I'm Balthazar!
